VoiceOver volume can be access in rotor only if you add it.
But this problem I already had it.
You can try to force restart; hope it's the right way to say in English.

Just turn voiceover off voiceover on with the side button shortcut and that
will fix it.

Well, I tried doing as suggested and shut
VO down and then started it again. This did not help. I also
completely shut down VO and shut down the phone and then
restarted everything and it still has not helped.
Any other ideas?

Do you have volume in the rotor? What is it set at?
I use earphones when I really need to focus on VO over the menu speaking.
Though some of those recorded menus are stupidly loud.
