Have you looked at Voice Dream Reader or Access Note? Both are iOS
apps, Voice dream Reader costs $10, and AccessNote costs $20. I don't
know if you can open BRF files in Voice Dream, but I'm pretty sure you
can in AccessNote. You can get a trial of Voice Dream from the app
store.

You can open bRF files in AccessNote, but you can't read them unless you have a
braille display. Voiceover will read the Grade 2 braille symbols as gibberish.

Hello, I believe the app called ILike2Read will read brf files with
voice over although it doesn't actually convert them. Meaning they will
still be actual brf files.

I don't know of anything for iOS that will do this without a braille display.
Alternatively, (and I say this as primarily a Braille reader) there are far
more audio book titles than there are Braille titles. You might have better
luck searching for audiobooks instead.
