Here is 2 settings that should turn off Dropvox from uploading recordings using
cellular data.
First, go to Settings / Dropvox, and it will say, allow Dropvox to access, and
Cell data is one of the choices. Just double tap it to unselect it.

use mobile data. The other one, however, stops it. If you do
the second setting only, you should still be just fine.

No. The only way would be to stop the recording, allow it to upload,
re-record, etc etc. Finally you would use an audio editor to merge the
files so they become one big file.
