Can't you backup the first device. Then, when setting up the new device, set it
up using the backup?
I don't do this sort of thing, but think that's how you do it.

I think you have to go to the app store on your new device and
download whatever apps you want. I don't know another way to do it.

it by hand? I had a 16 gig iPad that I had somehow gotten only to display apps
for reading and videos and a few other things that were not games.
