Make sure Handwriting isn't on. You should be able to have both on, but if
you're not using it, maybe getting it out of the way will help. Go to
Settings/General/Accessibility/VoiceOver/Rotor, and make sure Handwriting isn't
selected.

I have an issue when trying to compose an iMessage when attempting to use
braille screen input.
After I select the recipient of my iMessage, I go to the body and use the rotor
to move to braille screen input.
