I just tried it myself with the same app. It doesn't work on my iPhone either.
Apparently it is only available in an edit box. How strange.

You can have lines set in the rotor as well and then just flick down with a
finger to read the lines or to select in an edit box.

from the iBookstore? I don't have any PDF files in iBooks to test with just
now, so I haven't checked there. But I'm definitely not getting lines in the
purchased books.
