I've had that happen as well.
Make sure the field is editing and you may have to make sure both cellular
and WiFi are on.
I have not quite narrowed down the exact cause.

Greetings all james here okay just this morning i notice when i try and
reply to a text with dictation it says dictate dimm, any ideas, do i need to
look at a setting or what? using i phone l
If you do have Siri enabled, you may want to shut your phone off for a couple
of minutes. Turn the phone back on and see if that solves the problem.
