Try add specifying the partial location as “./dbpedia/foaf/file1.ttl” ie
prepend with “./“ to force it to check the current directory if “.” is not
already in your PATH environment variable

directory, i.e., against the directory that was current system directory
of the command-line interpreter that started the instance Virtuoso.
