While looking to a way to dump data on disk, I used the function file_to_string
but it requires DBA permissions; due to that I can't use that function in
script to automate export in production environment, as it is unsafe to grant
DBA permission to any user in the wild.

You can wrap the function(s) that require DBA privileges in Virtuoso into a
store procedure which is then granted DBA privileges to allow it to run with
such privileges but can be called by a none DBA user ...
