The thing is to define vnc somehow as a system service then it could work
... whereby I don't know if it is then possible to use vnc to login .

Its pure IP, it should work ok. ( remember netBEUI wont

sharing if the rest isn't setup. ( the windows specific crap )

send you a debug build of the server to try, so we can attempt to track

Alternatively, if you run MMC from the Run dialog box and Add the Services Snap-in it
gives you the option to connect to a remote PC. You can start and stop the VNC Server
remotely to your heart's content - if you have admin rights :)
