Raymond, under the settings of the server, connections, there should be a "+" in the window. You can also enter 255.255.255.255/0.0.0.0 and then see if you can make a connection (under Options|Connections, Access Control). If you've changed the ports, you'll need to add "::" with being the

SL, If you have simply installed VNC and allowed it to register the VNC Server as normal, and not changed the service's startup settings, then it should work as expected. Which version of VNC Server are you using? What is the error you get when you "can't connect"? Regards, Wez @ RealVNC Ltd.
