Ping isn't a reliable test these days, because many firewalls violate the IP
protocol specification and ignore pings. You're probably able to use Remote
Desktop FTP because you have exceptions or port forwarding rules for them

If you're actively using the VNC server while the uploads are in progress
then it's probable that they're failing simply because the FTP client isn't
coping with having to share your upload bandwidth properly.

No, vnc does not support FTP...
several flavors of vnc (mainly windows version) support an internal file
transfer. I don't know if realvnc supports the file transfer though...
