VNC is not designed for your application. You might try a google search for
multicast vnc; I haven't tried any of the links myself but certainly there's
evidence that others have tried to solve the problem you're facing.

There is a hard limit of ~60 connections to VNC Server for Windows at any
one time, which is imposed by the operating system.
