Where did you get that idea from? Disabling VNC's access to the desktop
just means it can't access the desktop. If it can't access the desktop,
then it can't make it available to viewers...

kicks. Set service to not interact with desktop. It worked until re-boot.

By default, application log's maximum size is 512kb and logs older
than 7 days are overwritten when needed. If the application log is so
easily full, there must be something really wrong in the OS.

Check that the Application Event Log isn't full. If it becomes full then
VNC Server 4 for Windows will shut down, rather than accepting connections
without logging them.
