is for the consumers that want the information FROM the database. They
are not addressing your requirement to get your disconnected TNs into
the database!

Someone asked me a great question about whether or not they would need
to sign up for the RND database if they give the TN back to their DID
provider when it disconnects. I asked NANPA about this and Beth Sprague
responded:
"If the SP leasing the DID numbers, it depends on the arrangement; as
Normally NANPA is pretty good about sharing information with everyone,
