[VoiceOps] Bandwidth SMS Outage, SMS 100% Down

Bandwidth has acknowledged that enabling SMS on newly provisioned DIDs is failing. We detected the outage started between 8:50 to 8:55am EDT, though they first reported the outage at 9:42am EDT. We had a ticket open with them about it at 8:56am EDT. Follow along here. https://status.bandwidth.com
