In test 1, it seems like they actually heated the conduit (and whatever infrastructure) to above the temperature needed to produce boiling. Judging by the temperature gradient just before boiling, they could easily have reached twice the power necessary for boiling. That's still far short of what's needed for dry steam, but more than enough to keep the temperature of the expelled fluid at boiling for some time after the power is shut down.
