Here's a few things to check,
You're on the right track with background services
Access them by Start->run->services.msc
,as well as background programs that launch at startup

Well -tcpdump wasn't installed and I couldn't find it in the distro
(Mandrake 10.0) so I went to download/install and when I ran configure
it said I didn't have a C compiler. While I installed those packages I
poked more in the GUI control center and found some security settings
and viola Allow
So I tried tcpdump(or I should say windump) and couldn't figure out how
to get it to work. But no matter I ran ethereal which seems to give the
same kinds of info.
Now the question is what am I looking for, I did notice a checksum error
(not that I understand what that means) down at the bottom
