Restarting the plugin appears to have resolved this issue. I've run several
rechecks that all triggered properly. Since this issue appeared to be resolved
earlier we'll leave this ticket open for now. Please let us know if this
happens again.

Unfortunately there is nothing in the logs that indicates the root cause of the
problem. Our guess is that Gerrit Trigger plugin just crushed and caused jobs
not being triggered properly
