If the image is a background image then you might have trouble
downloading it, or, if you mean a web page itself, rather than an
isolated image then one option is to take a screen shot of the image
and then save that as a jpeg.

If you go to the State Library site & look for photos of people or
events etc they come up in a HTML format.
Now, in summary, the easiest way is just to right click & copy to the
desktop, then drag in to IPhoto
