I think its more of a case that it is relatively cheap to implement for
Telstra when compared to rolling out new cable.
Most of the cost would in fact be borne by the customer

I can hardly believe that - this means that in the midst of an
explosion of low cost ADSL marketing by all and sundry, Joondalup
and Osborne Park are left out. Surely this can't be true.
