Success at last!
I only managed to get back to my iPhoto book at midnight last night - when an
update arrived.
I installed that and thought I would have one last try to buy the book before I
attempted your instructions below.
It went straight though and the book is now being processed.

2. From the Finder menu bar, choose Go > Utilities to access your Utilities
folder (or press Shift-Command-U).

I have checked all and followed your instructions and then tried to buy the
book in normal mode (3 times) and safe mode (3 times) - but no success.
I have looked to see if it is possible to copy a photobook project on to a
thumb drive b
Marlene, Just thought of a couple of other things.
Check you are not blocking iPhoto in your Firewall.
1. System Preferences > Security & Privacy, and then click Firewall.
2. Click Advanced (Or Firewall Options in Later OS X) .
Is iPhoto listed here, & is "Allow incoming connections selected?

Is your billing address set to Australia, like your shipping address and your
Apple ID, Credit Card? Check your address carefully for format errors, like the
zip code; does your Apple ID work at all for buying from the App Store?
