  Raising the potential of Tank Killer Rocket and STKC (#1884)

Changing the Tank Killer and Super Tank Killer Cyborg timeline to an earlier 
one to bring back the potential of this weapon. The Scourge Missile will remain 
on the same timeline.

Reduced the cost of the Tank Killer and Super Tank Killer Cyborg to increase 
the potential of this weapon.
