I grew up in Greensboro, NC and bike licenses were only governed by the cities.

Licenses may make it easy to track a bike, but if you flip it over, on the
bottom of the bike is a serial number. Write it down. Makes it easy to
track a bike as most common thieves don't know this!

Bike license in Wisconsin is very common. They would give you a little
sticker to put on the bike. In Leave it to Beaver, Beaver had his bike
stolen but Ward had forgotten to take it get registered to get the sticker
for the bike, thus they could not trace it.
