browser on your local machine. For html with css it works well enough.
Databases and server side includes would be a problem. Or use something like
Crimson Editor or Arachnophilia which will link to your browser of choice

How did u do nr 1. I would use the same javascript code for nr 1 and 2.
Using div elements and setting the property to "hidden" then when mouseover
or onclick set property to "block"

Apache will run on anything from Win98 upwards, and maybe even Win95
(although I haven't done that myself). You can't run it as a service wit
