Did NAV uninstall cleanly? Looks like it's left something there that's interfering with your networking. It may help to remove all networking components (NIC driver, protocols etc), reboot then add them again - I've known that to solve a lot of problems. Can the machine ping itself on 127.0.0.1? Can it ping itself on the IP address it should use on the network? Can it ping another machine on the network? If none of those work, I'd definately recommend re-installing the networking stuff. If you have the NAV installation discs, it may also be worth installing it again, then uninstalling it again to see if it gets it right this time.
