If the file/function parameter of a URL() statement within the view is
missing its final quote, the Win32 service will crash - no user
friendly error message is returned to the user.
To reproduce:
{{= URL(r = request, c = 'static', f = 'home.png }}
Recommend a regular expression to confirm all strings have been closed
prior to the }} symbol.
