Well... the only way to verify, is if you have an AJAX callback to the
server.... if you receive the callback, they have javascript... if you
don't receive one... then they dont.

def receive_if_js():
    session.has_javascript = True

def index():
    if session.has_javascript:
      ...

ajax('receive_if_js')
