You could make an application wide changelog table.

Something like:

db.define_table('changelog',
    Field('table'),
    Field('record', 'integer'),
    Field('modified_on', 'datetime', default=request.now),
    Field('modified_by', 'reference auth_user', default=auth.user_id),
)

Then you could append a function to all the tables _after_insert and 
_after_update. That would insert an item in the changelog.
