I'd go with what's easier to maintain.
If the static website is somehow related to your web2py app then I'd create
it as a web2py static page. Should be less work :)

This are the two easiest ways..
1) Use PHP
- write a index.php and put it on a webserver

header('Locatioin:http://www.wherever.com/');
?
2) Use apache mod_rewrite (redirect permanent)
