Reviewed by Miguel Gomez.
In case of GTK, create the PlatformDisplay when accelerated compositing
is enabled or when a WebGL context is created. Also add a Default
PlatformDisplay to be used for WebGL when GBM and Surfaceless EGL
platforms are not supported.
