[GStreamer] Paused pipelines accumulate when scrolling on Reddit pages with
many videos

Dispose the GStreamer pipeline if the destination
TextureMapperPlatformLayerProxy becomes inactive,
meaning that either the compositor is gone or the target layer no longer exists.
