Introduce PushSubscriptionOwner

To support Declarative Web Push, a few push-related areas that currently refer
to ServiceWorkerRegistration
will need to refer to a more abstract "PushSubscriptionOwner" instead.
Introduce that concept here in a standalone patch before starting to pile on to
it.
