Increase TaskPool timeout threshold for layout test runner.

In some cases, we're seeing timeouts when attempting to start layout test runner
child processes. While this is investigated, we would like to increase the
timeout
threshold in the interest of interim testing stability.
* Tools/Scripts/libraries/webkitcorepy/webkitcorepy/task_pool.py:
(TaskPool.__init__): Add enter_grace_period parameter, change grace_period
parameter to exit_grace_period.
(TaskPool.__enter__): Set enter_grace_period parameter as default when invoking
Timeout.
(TaskPool.__exit__): Rename grace_period parameter to exit_grace_period.
* Tools/Scripts/webkitpy/layout_tests/controllers/layout_test_runner.py:
(LayoutTestRunner.run_tests): Increase timeout threshold from 60 -> 300 seconds.
