you should not have to do anything special for weewx 3.7.0 - there are no
changes in 3.7

this is a very minor bug, but I found it while looking through my log
files. There's a missing "%" on an strftime string. Yup, I did say minor!

you have to install a usb 'backend' that is supported by pyusb. three
examples are libusb, libusb1, or openusb. libusb1 is probably your best

the archive's and generated files aren't happening.
There aren't any errors anywhere, just no DB updates, pictures, or web
pages. The times in the LOOPs are UTC, so 8 hours
