It's the systemd complaining that you should change the config how the
program is started.
This is what the Filesystem Hierarchie Standard (
https://refspecs.linuxfoundation.org/FHS_3.0/fhs/ch05s13.html ) says about
the /var/run directory:

- gateway: Froggit GW1000/Ecowitt DP1000:

I left weewx running after replaced the .sdb and now I just refreshed the
web page again and the old data appears (30 min after), seems like it takes
some time to populate. But all historical data is back up.

Hmm, not sure how that one slipped by the QC department. The ability to specify
the field delimiter for csv imports was introduced in v4.0.0. Unfortunately the
(commonly used) comma has a special meaning for the config file parser so it
needs to be included in quotes, somehow it seems I
got it. had to change the config...
from delimiter = , to delimiter = ','
