I am now on python version 3 with weewx 4.4.
If anyone is reading this thread, let me just say this. I'm pretty linux
literate and actually work in the IT field. The number of threads here with
upgrade failures (weewx 3.x to weewx 4.x or python2 to python3) actually
had me pretty rattled. Remember
I'm sure not an expert but be sure to ask for help if you need it.

I use Danish characters, ÆØÅ, and I just used utf8 for the NOAA reports,
encoding= utf8 and that is working. CP1252 did not work for me. Delete the
NOAA txt files and let weewx generate them again.

You didn't follow the instructions.
1. add the key to trust the weewx package
2. add the repository to be able to install from the weewx repository
3. update your system's knowledge of what is in the weewx repository
4. install the package

Tell apt where to find the WeeWX releases. This only has to be done once -
the first time you install WeeWX.
Tell your system to trust weewx.com:
wget -qO - https://weewx.com/keys.html | sudo apt-key add -
For Debian10 and later, use python3:
wget -qO - https://weewx.com/apt/weewx

but I followed the instructions on installing and thats what I got

Could probably list a bunch of reasons but would be speculation without
