I had the same symptom and deleting the NOAA txt files and allowing them to
regenerate worked a treat (not that it helps with the OP's issue)

seems unlikely, but perhaps you are missing all three? To test that, in the
template NOAA-%Y-%m.txt.tmpl, change the lines
#for $day in $month.days
#if $day.outTemp.count.raw or $day.rain.count.raw or $day.wind.

so I was already on 4.1.1...
well, I stopped weewx, deleted /var/weewx/reports/NOA
Ah. I'm on 4.1.1, I went straight there from 3.x
I'll try deleting those NOAA files when I'm next at the terminal...
