I am guessing that you are trying to connect to a Vantage station through
an ethernet connection. Your computer is complaining that there is no path
to the IP address 192.168.0.13.

Yes, that's what I also thought: a problem in my IP adapter. (the LED no
longer flashes)
Fortunately I have a USB adapter in a corner. I will change that.

Try /dev/ttyUSB0 and see if that works
The dmesg command will tell you which device is attached.
Here is the output for my pi4, which uses a pl2303 serial/usb adaptor to
connect to a Davis serial logger.
pi@pi4:~ $ lsusb

Unplug the device.
Run the 'dmesg' command.
Plug in the device.
Run the 'dmesg' command again
It will tell you which device it attached it to.

apt-get upgrade -y" and hope it helps.

unusual hardware.
In your case, your FTDI adaptor seems to be the problem, as it requires an
extra kernel module to be enabled. If you instead used a PL2303 compatible
serial adaptor it would have worked
