have you made any progress with this driver?

you might find the weewx-twi and ultimeter drivers easier than vantage for 
understanding serial communication:

https://github.com/weewx/weewx/blob/master/bin/weewx/drivers/ultimeter.py

both of those emit a simple string with sensor values.

the vaisala hardware also emits a simple string, but it has many more 
configuration options, some of which are supported in the driver:
