Follow-up Comment #2, bug #22968 (project wesnoth): I tried to reproduce this "OOS for observer at scenario transition" on 1.12.0 with Legend of Wesmere, and I couldn't reproduce this for observer or players. So it must be something specific to WC, maybe random generation is interfering somehow.
