Tried a few times on various difficulties in r50700, the ai recruited at
least one fencer each

I played dozens of games in Wesnoth 1.9.x and never got the AI to recruit
Fencers in SotBE-1.
In Wesnoth 1.8.5 the AI recruits Fencers every now and then: So it is a
regression.
