Follow-up Comment #2, bug #17038 (project wesnoth): I played dozens of games in Wesnoth 1.9.x and never got the AI to recruit Fencers in SotBE-1. In Wesnoth 1.8.5 the AI recruits Fencers every now and then: So it is a regression. IMHO if there is no threat of skirmishing units the scenario is
