It is not exactly the same like #14486.
For me it should sorted by the ratio between X and Y in X/Y (IMHO) or give the
% till the unit reaches the next level.
It doesn't matter which level the unit is!

just tried your save game. it's exactly as described in #14486. the units get
sorted by experience needed to level up.
- sortation ascending leads to:
1st Watermanhunter (Wassermannjäger) Level 1, 0/35 EP
2nd Bowman (Bogenschütze) Level 1,

But for me, it is much more helpful they are sorted by %.
I think about the units i would need and then start with:
- recalled units with low XP who will level up in the mission (prossibly)
- recalled units
