While the mandir option (for scons) can be used to have the manpages of both versions installed without collision, it's not possible to access both. For scons, can the value of program_suffix be added to the filenames of the manpages too? Since the manpages are for the commands which are affected by this option. When program_suffix would affect that, version_suffix should do that to. However, in the manpage itsef, the command will still be named without version suffix, but I think that's the better compromise. It may help the people who make the translation if both manpages are accessible.
