Please let us not make this forum a place to shoot each others ideas down
but rather see how best we can work together and if you have nothing to
offer you simply keep quiet.

We all appreciate the decline of educational standards in West Nile and a
committee (Ruffino Committee) and some private member on the network did
some research to this effect and soon after all is set with the registration
and constitution of WNF we will start to lobby for support and also have the
Education committee draw an action plan for how we can get our selves out of
this - so bottom line some is being done and we will soon see results.

 

On the other hand, we also agree having a University in West Nile will be a
God send, let us think strategically not operationally. This university
might not have big time benefits today or tomorrow but in the near future it
surely will (Thanks to the well articulated views by Charles Male). Some of
us might not be there to witness this but surely West Nile will be a better
place say like Harvard and those who will be in heaven will sit down
(possibly round a malwa pot) and smile at what we started when we were young
and had a chance to influence things and brought development to our land
(That would have become the envy of many).  Having said that, Caleb's adhoc
committee is simply trying to follow up on a promise the President made to
us, it will be a free university, we don't have to spend (money we may have
saved for improving education standards - if at all this is our worry and if
the funds are there anyway) to get it to West Nile. 

 

These two projects can co-exist and what ever is achieved first is a
blessing to the people of West Nile. Let us stop arguing if the University
is important or not, at least we all agree it is or at least it will be
sometime in the future. .

I think Jadribo has some valid points. Correct me if I am wrong, this is a
public university in West Nile and therefore its management will be on
national standards. Whether this will translate into what we are thinking
(more people from west nile being admitted, more people from west nile being
employed), yes or no.

 

But let us not forget that life is not fair and will always not be fair.
There will be the few who will build hostels (those jadribo called rich),
there will be the few who will get academic, administrative and support
appointments in this university if established. The majority will come from
other parts of Uganda. Have we not seen this trend with the Headship in
Secondary schools in West Nile? Those who are alleged to have mismanaged 20
-30 mill public funds  will be arrested while those who by all standards
have done more harvoc continue to have military ecorts around them and walk
freely. This is how unfair this world is?

 

The point of interest with the public university should be, what its
multiplier effect will be to the people of West Nile. Whether that will be
realized after 50 years from now, surely there will be the positive
effect.The question of poor performance in our secondary schools and the
establishment of the public university is like the chic and the egg. I don't
know which one comes first. 

 

As we discuss the performance in our schools visa-vis the public university,
lets look at the management in these schools and the discipline of students.
You may agree or disagree with me that bad management in the schools will
bring poor results. Overloading teachers, non payment of their entitlments
are some of the elements of bad management. Similarly, indiscipline by
students for what ever reason will bring poor results.  Many of us,
especially those living in and around kampala know that schools that are
producing good results have these two elements air tight, the teacher
welfare and discipline of students. Today, there is more indiscipline in our
schools than ever before. The discipline in Ombaci during the times of Okuni
is no more.

Dear Comrades in the struggle for a brighter future for West Nile, on the
current subject matter for digestion, I beg to have some clarifications due
to the nature we rhetorically submit either for, against or midway. "Is it a
University for West Nile or Public University in West Nile ?", If public
University, will admission and Employment opportunities accrued to it be
based on Westnileness or worthiness? Will it operate on the standards of
West Nile or National? 

With due respect for Mr. Caleb to say we should forget the issue of  our
Student's not qualifying to join the university is like a heavy slap on the
faces of the majority economically incapacitated West Nile. It's like we are
living in utopia. If I may ask; who has ever built a house without
foundation? Can there be a forest without trees? What will be the multiplier
effect on the region if only some few academicians are employed and some few
rich ones construct Hostels whereas the Majority poor and the entire West
Nile population portrayed incapable for government admission due to poor
performance and economic disparity which makes them unable to afford private
sponsorships? Is this not a selfish thinking for heavens sake if we first
think of the few educated and the rich who are minority? In essence and
according to Ugandan trends, poor performance in an examination is nothing
but being substandard and dull however much you may dress it. There is need
to have the University but its not a priority according to me compared to
working on our education challenges. 

It's like most of us are visitors to our own region, if I may ask again; Is
the majority in the precious Arua Comprehensive Nursing School from West
Nile ? What about NTC Muni, UCC Pakwach and other institutions of higher
learning in the region. This tells me that having a Public University is not
a priority at whatever case and will not do much if not nothing in changing
the attitudes of the people. I pray that we need to broaden our horizons
both in thinking and feeling and be on the ground. 

It is true that when we were in power we did nothing for ourselves, but I
think this was simply because we served the Nation to a diligent degree and
even those from West Nile in positions of power and authority are seemly
doing little since things are not really under their control. It's therefore
unfortunate in my view for us to use such words because I know what
gymnastics go on and around the politics of West Nile . I believe we are
just mere victims of circumstance in the new Uganda when you see our
brothers like Owen, Toko and Inziku behind bars for causing financial loss
yet there are even those who have embezzled and mismanaged more than
expected but since they have compliant names and are strategically
positioned, they are not even shaken. 

Let us keep in the struggle but with focus and doing first things first.
