I observed this behavior which is not documented, and I don't think
should
happen.  

Suppose ftp://host.com/filename is a symlink to
ftp://host.com/realfilename.
Saying wget ftp://host.com/filename will download realfilename under the
name
filename.  But add the -N option and wget will merely create a symlink.
In
both cases, suppose there are no matching local file names.

I think correct behavior under -N should be to check the timestamp of
the
linked file (realfilename) and if the file should be downloaded, proceed
as if
without -N, that is, download the file but call it by the name of the
link.
