I originally would have agreed, however when making the Web Forms 2 spec 
one important piece of feedback I got, and something that I found quite 
annoying myself, was that structuring the spec as a "diff" to another spec 
is way more complicated than it should be. Hence in Web Apps 1 I took the 
alternative (but effectively equivalent) option of just making it the new 
version of the spec, instead of a "diff".

Having HTML5 Core + Web Forms 2 + Web Apps 1 was the original idea, but 
based on my experience doing the WF2 part, I think it would be better to 
just merge the three into one coherent self-contained spec.
