As you told run again siteconfig but I already run sitconfig two times.But
Problem are not resolving.Sir may I request you to give me any other idea
to resolve this problem.Sir, I will be very grateful to you.

Apparently userconfig is only able to make the change from /usr/bin/perl
to something else, but will not undo any such changes.
You either have to edit w2web and all .pl files under SRC_w2web/htdocs
and SRC_w2web/libs and change the first line of each file back to
"#!/usr/bin/perl",
or reinstal

I installed wien2k latest version 10.1 with Intel fortan compiler 11.1.072
and mkl 10.0.5.025.

I used the same compiler and mkl adn I got typically the same problem. I
moved to FC 11.0/083 that I used successfully before for Wien2k but got the
same problem. I guess it is due to some shell configuration.

This looks suspiciously as if you entered the "q" for "quit" after
choosing "l" for the "Perl Path" option - so that the user configuration
script recorded "q" as the name of your perl interpreter. Please run
siteconfig_lapw again and check what is stored under the "L" menu.
