screen shot - missing 'user rights management' link for admin
Steps to reproduce:
1. Navigate to wikimedia main page as an Admin page.
2. Click on the 'My contributions' link.
Actual results:
'user rights management' link is not available.
(Refer the screen shot)
Expected results:
'user rights management' link should be available for the Admin user to change
the user rights level for the other users.
