There is not $wgServer in LocalSettings.php. And even if I add it, it will be
overridden in DefaultSettings.php.
Maybe I misunderstood you, so I don't reopen it.

DefaultSettings is loaded first
Do configuration at the bottom of LocalSettings, and it won't be overridden
